To answer in one word “Yes”! New members could and most likely will join the Straw Hat Pirates in the near of distant future!
At the very beginning of his journey, as he was taken to the sea, Luffy wanted a crew of 10 people “to begin”. There was never a limit to the number of crew members that would be allowed to join.
On various occasions, we’ve seen Luffy ask people whether they were strange creatures, humans that piqued his interest and even his own brother Ace, who was already a member of another pirate crew at the time. Needless to say that Luffy has no problem asking new people to join his crew at any given place and time.
It is always interesting to see a new member join the crew and see how they will fit in the dynamics of the group. From time to time, we must have thought “maybe the character will join the crew” or “I hope the character will join the crew”. Maybe we sometimes got what we suspected or hoped for, maybe we didn’t. I know I for one wanted to see Yamato join the Mugiwaras after Kaido’s defeat, but that didn’t happen, at least not yet.
So I definitely hope that we will get to see new members join the Straw Hat Pirates after Jinbei, not because the current crew is lacking in some way but because, in fun and interesting to see new members join
